Ukraine introduces new rules regarding military registration of citizens. The fine will be 8500 hryvnias.

The Verkhovna Rada has adopted Bill No. 12093, which strengthens responsibility for violating the rules. President of Ukraine Volodymyr Zelensky signed the document today, April 14, 2025, and the new system of administrative penalties has come into effect.

An important innovation is the possibility for violators of military registration to pay the fine and thus stop their search.

According to the law firm 'Inseinin', citizens can voluntarily close administrative violations to avoid further problems, including removal from the registry of offenders in the 'Reserve+' database.

These changes will affect many Ukrainians who have not updated their personal data, have not registered for military service, or have ignored summonses.

The law signed by the President establishes administrative fines ranging from 17 to 25 thousand hryvnias for violating military registration rules. This measure aims to improve control over the relevance of data on military personnel and the overall mobilization readiness of the country.

The law applies not only to those evading mobilization but also to all citizens subject to military registration - including students, workers, and internally displaced persons.

Individuals who have violated registration rules will be provided with a simplified procedure for acknowledging guilt. After submitting an application and acknowledging guilt, they must pay a fine of 17 thousand hryvnias.

An important advantage is that if paid within 10 calendar days, a 50% discount is provided, reducing the fine to 8500 hryvnias. This significantly eases the financial burden for those who admit the violation without appeal.

After paying the administrative fine, the person will be officially removed from the search list. The mark of violation will also be removed from the state registration system 'Reserve+'.

This is significant for further interaction with government agencies, employment, and unhindered travel abroad. Termination of administrative proceedings after paying the fine will also ensure the absence of future legal problems.

Military registration is mandatory for all conscription-age men, as well as women with certain specialties in specific cases.

Attention! Violations include:

  • careless data updates,
  • ignoring calls to territorial recruitment and social support centers (TC and SP),
  • absence of registration at the new place of residence.
  • All these actions can lead to a fine and inclusion in the list of wanted persons.
