According to Ukrainian legislation, nothing prevents TCCs from creating their mobile points for mobilizing citizens. Such mobile TCCs can be legitimately formed at the level of by-laws adopted by the Cabinet of Ministers or the command of the Armed Forces of Ukraine.

This was stated at a briefing by member of the parliamentary committee on national security, defense and intelligence Fedor Venislavsky, as reported by Novyny.LIVE.

Why mobile TCCs are necessary

According to Venislavsky, it is all due to the intensification of Russian attacks on stationary TCC and SP establishments. The people's deputy says that the law does not clearly define fixed locations for TCCs.

Digitalization, transferring issues to a digital format significantly facilitates the activities and mobility of TCCs. Modern technologies allow for computer communications as well as access to databases, so I see no problem in this, but the decision is up to the command, the VRU has nothing to do with it,' — stated Venislavsky.

He noted that the Verkhovna Rada does not have a direct relation to this issue, as the decision to create mobile TCCs falls within the competence of military command.

Venislavsky emphasized that Russian attacks on TCCs are an element of hybrid warfare aimed at intimidating citizens and creating an impression of the dangers of being in these points.

Recall that lawyers explained whether conscripted men can travel abroad for vacation. As is known, during a state of war and mobilization in the country, there is a restriction on crossing the border for citizens aged 18-60.

During the briefing, member of the parliamentary committee Fedor Venislavsky noted that the creation of mobile TCCs is an important measure in the context of the intensification of Russian attacks on stationary establishments and that this is not a matter of direct competence of the Verkhovna Rada, but falls within the sphere of decision-making by military command.
