The Ministry of Defense of Ukraine, together with the General Staff of the Armed Forces of Ukraine, has begun preparations for the implementation of the military version of the automated defense resource management system SAPDefence & Security, which is already used by NATO countries. According to the Ministry of Defense, by June, the relevant departments of defense ministries must develop roadmaps for the transformation of defense resource management processes until 2027. The goal of the project is to replace outdated defense resource management processes with modern automated planning and logistics systems. This process will take into account the experience of the Armed Forces of Ukraine during large-scale wars, as well as the standards of NATO countries that already use the SAP system. The implementation of updated processes will be provided by an international team that includes specialists from SAP, Ukrainian defense ministries, and representatives of international partners. The project is financed by the governments of Germany and the USA, and the implementation is advised by specialists from the armies of Canada, the USA, the Netherlands, Germany, and Poland. Roadmaps will be developed in the areas of structure and personnel management, finance, armaments and military equipment, procurement, and logistics. The Center for the Transformation of Defense Resource Management Processes of the Ministry of Defense will coordinate the process. In 2023, the Ministry of Defense, together with the General Staff and the Logistics Forces Command, began the implementation of SAP aimed at automating the supply and provision of military services. This system allows automating planning and supply processes, generating data on the provision of military formations, and controlling the use of weapons and military equipment. The SAP system is already successfully used for defense resource management in 28 NATO member countries.
