The invitation was sent by Azerbaijan, which invited "Taliban" representatives as observers. They will be able to participate in side discussions and hold bilateral meetings.
The UN Climate Change Conference COP29 will start in Azerbaijan on November 11. This event is one of the most important international events that "Taliban" representatives will attend. Previously, they participated in UN-organized meetings on Afghanistan in Qatar and have also attended forums in China and Central Asia.
It is worth noting that UN member states do not recognize the "Taliban" as the official government of Afghanistan due to the harsh restrictions they impose on women. However, since taking power in 2021, the "Taliban" has actively participated in UN-organized meetings on Afghanistan in Qatar and attended forums in China and Central Asia.
