It's Horrible: The Deputy Unveils the Main Conditions of the Agreement with the USA Regarding Minerals.


People's Deputy Yaroslav Zheleznyak published the main provisions of the agreement between Ukraine and the USA regarding minerals proposed by the administration of President Donald Trump.
He announced this on his Telegram channel, according to 'Hvylya'.
The agreement consists of 58 pages and 18 sections. Ukraine received this document on March 23, but it is still unknown what will happen to it next.
Zheleznyak emphasized that this document is not final and hopes that the Ukrainian side will be able to make significant changes. However, he noted that the text of the agreement is terrifying.
'But the text I saw is pure HORROR. All 18 sections... This is no longer a framework memorandum of intentions. This is a direct and very clear agreement. And it is not in our favor,' he wrote.
The Deputy briefly listed the main provisions of the agreement:
- The management consists of 5 people, three of whom are Americans (the majority), who also have full veto rights.
- The agreement covers all types of minerals, including oil, gas, new and existing deposits.
- The agreement applies to the entire territory of Ukraine.
- The agreement provides for the extraction of minerals by both state and private companies.
- The funds are immediately converted into currency.
- The money from the fund is sent abroad. In case of non-payment by Ukraine, we are obliged to cover this deficit.
- The USA has already provided us assistance in 2022.
- The USA has the right to receive profits from the Fund first, and after that, Ukraine (+4% royalties).
- The agreement is valid indefinitely.
- Changes can only be made with the permission of the American side.
- The USA has priority in all new infrastructure projects and has the right to veto the sale of resources to other countries.
- The agreement does not provide any security guarantees.
Zheleznyak also emphasized that this is not all the conditions, as there is a lot of legal text.
'And this text can and should be changed. Otherwise, I cannot imagine how this can be ratified by Parliament,' he added.
Recall that Trump announced the signing of the agreement on minerals and negotiations regarding territories and power plants in Ukraine.
